The above link shows which Nokia device received which update recently with date of release of the update for the device.
According to the above, for Nokia 5.1 Plus MAY security patch update was released. It is strange that you haven't received the update.
Try factory data reset or in the community people were saying that using a dead sim and checking for updates worked for them. Sounds strange but some members used this trick and it worked.
You can also try the VPN trick---->

During the WPS connection process of the D-Link setup process, when a user presses the WPS button on his range extender, he has to press the WPS button of his router within one minute. Once the signal LED on your range extender stops flashing and turns solid green, it means the WPS (Wi-fi protected setup) connection process is complete. After the successful connection process, a user has to visit the dlinkap.local interface to perform the configuration process.

With the help of the Access Control feature, a user can now control the number of users who can connect to the routerlogin.net network. Access Control has provided users with the authority to jeopardize the control over the number of devices which can connect to your network. You can also check the current devices that are being allowed or blocked from connecting to the network. Access rule will only apply to the devices that will connect to your network in the future, it won’t affect the devices which were previously blocked or allowed within the network.

The extender Linksys setup allows you to configure your extender’s wireless settings. All you have to do is configure your extender’s WiFi settings with your router’s network. Once your device hooks up to the router’s network, you will be able to use it. After the Linksys extender setup completes, you can place your device anywhere.
