There is no hmmm needed. It's not rocket science to understand charging and discharging of batteries. You've lots to learn still.
No battery likes going below 20% discharge state. Especially Lion used on laptops and cellphones these days. Not needed or wanted. Old days Nicad needed it. Not anymore as there is no memory effect.

Just drain your battery first to zero then charge it..Until it fully charge then install Advanced Battery Calibration Apk then calibrate and unplug the charger. And your battery will come back to normal

After upgrade to 9 Pie there is same issue with my phone. Idea with third parties apps is scam. Problem is with in a system, it have built in calibration algorithm which has higher priority over other software. Soft reset and other ideas failed.
It could also be caused by the age of the battery, I bought mine in mid-2018 and I had to switch devices this year because of the fast-draining battery and had to remove so many packages that, it became a WiFi only device (not physically, but I removed the packages that are responsible for SIM related functions) after I was done with it, the battery is a bit better now...
(I can post the packages that are left after debloating so that you can remove everything except the package names I mentioned, if you want)

then the window will re-directed to EMM
then turn ON the FORCESTOP and DROPCACHE option
then set the brightness at 60%
I think it will work .

don't use sd card as internal.it takes huge amount of battery
