Google Play Store app "auto-update" is not working regardless of these settings:
1. App download preference: Over any network
2. Auto-update apps: Auto-update apps at any time. Data charges may apply.

What were tested:
a. Clear Cache Google Play Store app and Google Play Services
b. Clear Storage Google Play Store app and Google Play Services
c. Forced closed Google Play Store app and Google Play Services
d. Restarted phone

I also checked my Nokia 3 Android 9 Pie and auto-update works.

Model: Nokia 6.1 Plus
OS: Android 9 Pie with July 2019 security update
Rooted: Never

AFAIK, Auto-Updates over Wi-Fi only happens when the device is idle. Not when the device is being used. It is because, Updating apps in the background requires more CPU and Battery power. Try settings aside the phone while connected to Wi-Fi and check after 30 minutes.

I have a Nokia 7.2 and I have the same problem, and honestly it's annoying. It never does auto-update the apps even if it's in rest mode or in the mornings after turning it on, having all auto-update settings on every network activated.
