AFAIK Feature phones are made in a different factory.

I don't think that phone is coming to India. The phone would have launched in India by now if they really had to sell it here. The price of that feature phone would have created a lot of negative press for them so it is nice that such feature phones do not launch here.
And I don't think VoLTE is so important for just calling purposes. 2G would do just fine.
Also the 2720 Flip costs a lot outside India and for that reason I don't think they will ever bring it here now. Also, it's too late to even think they will bring it to India. People will just call it over priced even at the price you assume to be attractive which even IMO is overpriced for a feature phone. Those days are gone when people payed so much for a feature phone. This is a unique device but people in India won't accept it at that price and maybe hmd researched it and hence never launched the phone in India.

Nokia can launch it in india pricing approx ₹ 4500-5000. (Attractive price)
And it must support VOLTE service (need of the hours) of several telecom leaders.
10-15% people (of 1.3 billion) in india need a calling phone.
