The notification problems are caused by a script called "Duraspeed". It can be disabled with a debloater but will run after the next boot. The link above talks about how to use Tasker to solve the notification problems permanently.

Worked in the past, doesn't work for this problem with Android 10. The only solution is to wait for MR update. We're stuck with the worst company ever. F*ck HMD!
