I ask myself the same thing.
I'm still in the August Security Update 2020 (Nokia 7.1 TA-1095 - Germany). I've never had that, that I haven't received any updates for so long, even in my house Nokia 8.1 and Nokia 5 received the October Security Update 2020.
I don't think that's nice anymore from Nokia, the Nokia 7.1 is very neglected in my opinion with updates.
Nokia 7.1 has a sept maint release so it has to probably needs to be approved by your carrier before you receive it. Also the Sept is the last of monthly updates for the 7.1 it will move to quarterly for the last year of updates.
Nokia 7.1 September is the last of monthly updates (2yrs worth). It will be quarterly security patches for the last year.
My Nokia 7.1 in UAE received only security update in September. It means only some regions got the MR updates. So the other regions should get the MR update with the October Security Patch and that's why there is a delay I think.
Is there more than one build as some build numbers did not get a MR.

According to Nokia Support, a new build with an October 2020 security update will appear soon.
I am curious whether I will then receive this update.
I am downloading the security update atm. Size was about 7.13 MB or something like that.
Only security update came today, forget new build. HMD is only concentrating on new phones released now.
That is not true new builds get released for all phones in the window they are promised for. What phone do you have? The 7.1 has gotten Android 10 and maintenance release. There are no outstanding bugs the build is excellent and we'll optimized. There are 3 builds and only one got a maintenance fix for a.specifix issue, so why do you think you need a MR ?
Some people are never satisfied and only live to complain
I don't complain always that's why I am still using Nokia phone from last three years. Nokia 7.1 was a great phone from the day I purchased in 2018. Well maintained phone. But after Android 10 update the phone was very bad to use because of sound bugs that literally I had stopped using the phone for 6 months until the MR came. Then it was ok. But there is one bug with the pure display which was not addressed until now. Whenever there is a media content with white background, the whole video becomes dark that I have to keep the pure display toggle in off position. This is one thing I am waiting from 2018. But now I don't hope for any solution from HMD.
Those who got struck in build version 4_31A check your device now. I too had this problem and directly received November security update.
It's December and we still stuck at security patch level August 1'st 2020. According to the support chat there's no way other than waiting until an update is released for our devices. But it's at least 3 month late now. There are new builds on https://www.nokia.com/phones/en_int/security-updates but our two devices are still saying: "No updates available".
Is there any way to get the updates pushed manually (other than "Check for updates").

I've already been in contact with Nokia Support Chat three times and they always want the IMEI number, it didn't help, always saying they wait wait wait, but 3 months?
I was going to buy the new Nokia 7.3 5G, I'll think about it again.
Today after three months I finally received all Google security updates one after the other (9/2020, 10/2020 and 11/2020).
I'm now on version 00WW_4 _15C_SP06.
I'm curious whether the new software version will come (00WW_4_16B) or is it only for certain markets / countries?
