Is there any setting I can switch on that will make my Nokia 5.3 send me a low battery notification, rather than the battery icon just turning red?
If the phone is not being used, how will I realise the battery is low?
It's due to the feed backs from the people that made Google to take such decision for changing the theme of Battery Saver starting from Android Pie for Stock Android / Android One OS .That's why when enabling "battery saver" it only changes the Battery Indicator to Orange/Red.
You May try this app Greenify available in Play store which is most recommended and among the top 5 battery saver apps for Android.

It won't be possible out of the box. Maybe using some 3rd party apps will make a difference, but I have not tried them.
How unfortunate that google has taken such a decision, now I don't know when the battery is running out... Even the most basic mobile phones warn when their battery is about to run out, is there any application that warns when the battery is about to run out?? to name a few?
How do I make my 5.3 notify me of ANYTHING?
When I first got it, I would get WhatsApp and Text Message notifications on the Home screen but they have stopped. I don't know if this is related to the Android 10 Upgrade.
Is this because: "Popup notifications are no longer available in your version of Android"?
And if yes, why not??
Notifications work so either you have dnd activated or the app itself is silenced or not working correctly.
Use a nice battery monitor app like gsam battery monitor or accubattery both have alarms for high and low battery so you can keep it between 80-20 percent to maximize battery life.
