I'm stuck on February 1, 2021. It's there a way to kick start it? Anyone else's phone also stuck? If you got it to update, what did you have to do? I cleared cache and storage for Google Play Store and Google Play Services, doesn't work.
I searched for Google Play System Update and managed to find the correct download on APK mirror. Sadly it looks as though we will have to sideload these updates as they aren't being provided through the updater.
Side loading will actually disabled the automatic updates. also, it doesn't actually updates it, all those APK does is change the version number. Which is completely useless from a security standpoint.
I've been there, if you extract the APK and examine the code inside, all it does is change version number, doesn't actually updates it. Neither would it triggered an update.

So you're saying that sideloading disables automatic updates?
If you don't believe me then the below contains the link to APK mirror and the Main Components that make up the update
