Side load the Google AR services APK (letest one)...
Don't call it "HMD's Reply" please because it is not. Support is like run from an island which has nothing to do with Nokia or HMD. They barely know anything beyond what's already available on the internet.
My 6.2 got the update of ARCore in PlayStore after Android 10 update. Factory reset your phone if possible.

That's weird, I have it installed on my 6.2 since the very first moment after Android 10 update
