If someone is encountering this issue, then just clear the data and cache of Google Play services and it works fine, thanks to Nokia support chat
@NINOSIMUPDATEREAPER No it will not it is an issue with the device setting backup .i have encountered it today on my nokia 5.1plus i have cleared the cache and data of google play services and in a immediate cause there is a pop up shows your device isn't backed up and i just turned and checked for the update but it showed up the same error message so, i have forced the G play serv. Again and this time i checked without turning on the backup this time around it worked and then i turned on the back up , and then it went back to the same error message . So, i have concluded that the backed up device settings is messing up it so i have once again cleared the G play serv. and deleted the device settings backup and turned on the backup and it came back back normal .
This was my personal experience and if others found other ways to solve it kindly update here ☺️

Backup in the sense all of device settings, app data , contacts messages etc...

I don't back any of those up, as you may see in the picture my sim is not at all working, it has been deactivated by my carrier recently in May, because of 'lack of usage', the thing with my sim carrier is that, on mobile data, it always used to fail to check for updates it had been like that since the day this phone arrived, so, to check for updates I have to remove the sim, connect to a wifi network, and then update, this fixed my problem always, anyway this issue is not occurring anymore, maybe it was a snag, leaving a deactivated sim in my phone, what was I thinking, anyhow I took the sim out and factory reset it and the issue vanished from 3 days no issues
That's why i have mentioned its my personal experience and i found that the device backup is causing the error message (updates are temporarily unavailable ,try again later ) and i resolved it .
