Read all the discussion titled: "Am I the only one missing a A11 feature?" It's under this one. We already talked about it, and another user linked a "partial" solution, where it's explained how to enable the screen recorder using adb commands. ADB is a dos interface that allows you to communicate to your android phone, enabling or disabling features typing commands, etc.
After android 11 update. It shows that we can record screen now. But when we swipe down there's no such feature and no way to add it in Nokia 5.4 They have removed it completely without any reason. I think it's time to move from Nokia. Thay are avoiding their users from experiencing latest features of android.
I totally agree, we should be among the first ones who get updates quickly, but then we aren't, and when we finally get it, features received by every one else are totally missing for us. I'm getting tired of this stuff
Oh yes, same here (I enabled screen recorder by adb), but that's what happens if pressing on it normally. Long pressing on screen recorder tile should show you other settings, like resolution, etc.
I confirmed that after factory reset with choosing "not to restore from backup this time", the function is there, on my 5.4. But after I restored from account backup afterward, the function has gone.
This means that a fully manual restoration is needed to enable the function.
Hence, this workaround is recommended just for the users with less apps, app data, configurations, etc.

There's an ADB command to enable it, but you can't change bitrate or recording resolution then
What is ADB. Is it any settings or function.

Ok, I think you're right but come on, we are the only ones who don't have it, come on...
Update:
Do a full factory reset and the screen recorder will come to your phone I did it last night and it's showing now
I did it twice, unfortunately it doesn't work for me... Do you have screen recorder settings if you long press on the screen recorder tile?
Why must one factory reset the phone before a built in feature is activated? That makes no sense.
This is not an option for me, except Nokia is ready to pay for my data, over 50GB of data on this device
When I press screen record it gives me options like this :
