Can i connect 2 bluetooth devices at the same time

Normally it should allow you to connect multiple devices without problem.
AFAIK, only Samsung phones has a feature called bluetooth dual audio.
Using two different bluetooth profiles (ie. first one for audio and another one for phone options) should not be a problem for a regular Android device.

But we asking about how make two bluetooth speakers active at a time.

As of samsung mobile having an option *dual audio* mode.

Basically, It depends on the capabilities of both devices and the type of service they can provide. But, You can also try this;

1. Go to Settings > Connections > Bluetooth.
2. In Android Pie, tap Advanced.
3. Turn on the Dual Audio toggle switch.
4. To use Dual Audio, pair the phone with two speakers, two headphones, or one of each, and audio will stream to both.
5. If you add a third, the first paired device will be booted off.
