Symbian has mostly died out in the global market, relative to its dominant position a decade or so ago. It is no longer a significant platform which will attract app development. Additionally, HMD may not actually have any rights or access to the historical Nokia Symbian hardware and software, as that business was sold to Microsoft. HMD licensed the Nokia brand (from Nokia, not MS), and has some people in common with old Nokia, but I don't believe they acquired any of the original business from MS.
