Refund Related Issue

I have ordered the Nokia 6.1 plus model on 20/09/2018 but there was an error in the transaction by Nokia which they admitted that the server went down. but after an hour I received an update from PayU regarding my order that the order was successfully paid and as I received the email confirmation from PayU regarding my order, I checked my Nokia Store account and there it showed "NO ORDERS FOUND" so I immediately contacted Nokia regarding this issue and as the Nokia has promised everywhere that they resolve the issue within 48 hours it has been a week since I have been constantly taking a follow-up regarding my issue an every other day they keep on saying me to wait for 24 hours as they have not received any update. I have spent 16000/- bucks on a device from "NOKIA a renowned brand" but still do such things. I think this type of looting tactics is the thing which brought down NOKIA from being one of the best phone company to a BRAND now owned by HMD Global.

I would advice to give a legal notice. Believe me it is effective
